The email conditions recipients are in our bounce list. That's the reason why you're not getting the notification email. Here are the email recipients landed on our bounce list:
I have removed the email recipients in our bounce list. Your notification email should work properly now. If the issue persists, please contact your email provider and request them to add JotForm's IP addresses to their whitelist.
