Is it possible to recall a submitted form and resubmitt with updates?

Is it possible for a user to resubmitt a form after recalling it somehow with a form ID of some sort?

Please note that it is not possible to recall a submission after the form is submitted but it is possible to edit the submissions and resubmit form.
