We ran a contest over the month of June, but today the contest has ended and we not longer are accepting entries with the form. Because of this, we no longer need a paid plan, but need to know if stopping a paid plan will delete the data we've collected?

Upon checking your account, I see that the only form on your account has a total of 19 submissions which is fine when you switch to the Starter plan since it can store up to 500 submissions.
However, the form on your account has already accumulated a total of 124.37 MB for the uploaded files and for Starter plans the maximum limit is just 100 MB.
Going over the Upload Space limit will place your account in OVERLIMIT status after you received a warning in the email address associated with your account. In this state, you will still be able to access your account and the submissions in your form, but the form will remain disabled (not accessible) until you upgrade your account again or you free up some upload space.
To free some upload space you need to delete the submission that has an uploaded file.

We always advise our users that before they decide to delete the submissions in their form they have the option to download the submissions first.

There is also an option to download the submission files.

To answer your question, downgrading your account will not result in deletion of the submission data in your account.
