I have a Paypal widget on my current form. It showed the two registrations were not complete and the money has not been placed into the Paypal account. I went ahead and manually completed the registration without the payment being processed. I would like to get this fixed so we can others registration and pay online.
This is my second request for assistance. The first response I received was that everything looked to be correct.

If I'm understanding your concern, you are receiving the payments and it is showing in your PayPal account as a completed transaction but the submissions are just ending up in the Incomplete Payment wizard on your form's submission page, is that correct?
If that is the case, I suggest you follow the instruction under "Completing paid submissions" and "IPN Settings" that are found in this guide: Paypal-Incomplete-Payments-FAQ

Jotform, there is no payment processed in Paypal. Essentially, there is no
record of payment in my Paypal account. When individuals are registering
and choosing the Paypal option it goes through the process but the payments
are not being processed and the registration is showing incomplete because
the payment is not processed.

I have tried to submit your form and I was properly redirected to the PayPal payment page.
I have also tested a cloned version of your form in a PayPal Sandbox mode, everything worked properly on my end.
Once the payment is completed, user should receive an email receipt from PayPal. The payment should be reflected at your PayPal account. You may ask someone to submit the form with payment to make sure that it is working properly.
