Are the 500 total submissions mentioned for the Free package per month?

The free package says 500 total submissions is that a month?

Please note that the 500 limit is about submissions storage, not submissions, and it's an overall limit, not a monthly one. If you exceed 500 submissions over the life of your account, then the oldest stored submissions would be discarded in order for newer submissions to be stored.
