What qualifies as and triggers an actual "Response" in the Form Analytics?

    Our form is a job application, which has multiple pages with "Next" buttons and a "Submit" button on the last page.  We are trying to evaluate the response data, and it seems the number of responses is much higher than that of the actual submissions we have received.  What actually constitutes as a "response?"  Does someone need to click the submit button at the end, or can it trigger a response prior to that point?
