My form https://www.jotform.com/build/71265405397157/settings show the date as 2300 7/7/2017 and submission limit as 30. As of today 7/8/2017 was still enabled. seems there is a bug. Did some one recode if from teh intended OR function to a AND function? I have to disable it manually now since I have a hard deadline on the date. . So it will looked disabled

I have just tested the date limit and submissions limit function, it works as "OR" condition.
This means that whichever of the limit is met, your form will be automatically disabled. Unfortunately, I have no exact clue as to why it was not working in your form.
When was the last time you check/edit your form expiration date limit? It might be possible that the changes you've made may void the date limit.
I will also be forwarding this to our developers to find out which timezone is used on expiration date limit and the possible cause why your form did not disable.
