First off, the limit is 100MB and not 10MB. As for your question, the answer is yes - you are still tied to your JotForm account's storage limit.

The Dropbox API makes it impossible for us to send the files directly from your end to theirs. That means the file must go through our servers first before we can send it to Dropbox. This limitation makes it impossible to upload files that are bigger than 100MB.

By the way, the 100MB limit is for the total space your account can handle at a time, regardless of the bandwidth consumed. Just make sure that your account never reaches this limit (by regularly deleting submissions with large files) to prevent your account from getting disabled.
