I have the form below that has signature block on it and the signature line works perfect on my Samsung Galaxy S8 Plus. However someone sitting next to me with the exact same phone the signature wouldn't right. I hit clear once and it was able to do it but then after that every time I hit clear it didn't matter it didn't work.
Any ideas on why that would be or what I could do to make sure that it works across all platforms?

We would like to apologize for any inconvenience this is causing you. If I'm understanding your concern correctly the signature widget at the end of your form works with your S8+ but not on another exactly similar device. There are other factors that need to be considered and we would like to ask that information from you.
May we know the browser app that was used to load the form on both devices?
May also know the browser's version and the Android version of both devices?
May we also know if the form is embedded on any website, please? And, can you share with us the link to the website if it is embedded?
To try to fix the issue you are having, you can do the following:
I see that you are using the E-signature widget.
Can you try if by disabling the Shrink option of the widget it will solve the issue you are having, please?
You can also try to add the Mobile Responsive widget to your form and see if that will help fix the issue.
Or, I suggest you our other signature widget — the Smooth Signature widget.
