I am developing a practice template for a government form. The government form has a complicated numbering system and I want to number the fields consecutively so when I am working with the customer, I can say -- field 6 + 8 must equal what you entered in field 4.
Is there a way to number the fields in a matrix or is this the best way to collect this data? I am open to suggestions.

As I can understand, you want to add numbers to the fields in the matrix field. Unfortunately, it is not possible to add numbers to the fields in the matrix field, I've been testing and trying to add them using some CSS code, but I was unable to do it.
I think this might be forwarded to our second level as feature request, please let us know if you would like this to be escalated and we will be glad to proceed.

I have forwarded this thread as a feature request. Unfortunately, we cannot give you any estimate as to when this feature will get implemented or if our developers will consider adding this feature, but as soon as we have an update, we will let you know through this thread.
For the meantime, you may consider using our spreadsheet widget (https://widgets.jotform.com/widget/spreadsheet). The widget is numbered by default. You can set first column and row by just adding the cells in the Read Only box:
