Issues when submitting inquiry

Hello, 

I am having people having issues when submitting their form. When they press submit PayPal is supposed to come up for them to submit their payment, some are not having any issues, others when they press submit says it comes up, create your own jot form. 

I am having people not being able to register on their end due to the payment option not coming up. 

Your payment field is not required, so they can fill all fields, and leave the payment field empty, that is the reason why they are no redirected to PayPal, because they did not choose a product.
