Received your reply asking to share form. Have to initiate a password reset to login, but haven't received the E-Mail yet after some time. I'm with IT and rarely log into Jotforms.
Again, none of the "download full report" links in the E-Mails are working. Even older E-Mails from a month ago that were working at the time. Here's one of the URL's that fail. http://www.jotform.com/pdf-submission/3764707583029342496
Please note that from all I can gather, the form for E-Mail submissions has not been changed on our end.

As you did not provide us with the form ID or URL or account username, I couldn't inspect your account to see if you have the privacy settings related to submissions require login or not, so here is how you can check that:
1. Login then open your account settings page: https://www.jotform.com/myaccount/settings
2. In the "Privacy" section make sure you do not require login in order to view submissions:
