Creating online ballot

I'm interested in creating an election ballot.  Would there be a way to restrict the number of times a person could submit the form?

It is possible to limit the form to one entry per IP address with the next option.

Alternatively, the form can be limited to one submission per unique value in a field (e.g. one submission per email address).
