Contents page with links to sections?

Can we create a contents page which links to specific sections of a document?

Can we have this content page list if the section has been completed also?

I am not sure if I have understood your question correctly. 

I did check your form and found that you have created multi page form. Do you mean to say that you want to your users to go to a specific page based on the answer of form fields of another page? I would suggest you to please take a look at our conditions feature to skip to desired page and see if that fits into your requirement.
