I was able to replicate the issue. We currently have an issue regarding on Payment forms getting stuck after clicking the Submit button and our developers are now investigating the issue.
You can try this solution, please try removing the Payment Gateway and add it again. Here's a guide: https://www.jotform.com/help/391-How-to-Integrate-Form-with-Paypal
