I have 11 Incomplete payments on my new form. Am I correct in thinking this means none of these have had the payment go through? How can I direct my customers to finish payment? Or do they have to start all over again?

Incomplete payments are abandoned payments. Check this page for more details: http://www.jotform.com/help/135-How-to-View-Pending-Submissions?
You can always contact them using the information found in the incomplete submission. Unfortunately, they will have to start all over again since the form has to be submitted for it to be processed in the payment gateway.
