If I follow along with your user guide on doing this, I open my business paypal area and it looks nothing like your guide. I can't see anywhere the option to select sale of digital goods anywhere in my business set up area inside my paypal account.
Also every time I want to test the form need to fill everything out to get to the payment element. Is there a way around this?Page URL:

I have found the following information on the PayPal website, so you may need to contact them in order to enable the digital goods for your account.
Please contact your sales representative to enable your account for digital goods. Merchants in the US or Canada can contact 1-855-477-5673 or 1-888-818-3922 to activate digital goods.
The form can be also tested in a Preview Form mode where you can fill the form fields automatically.

I have called paypal. they say the above information is outdated and there is no longer any step that needs to be taken for digital goods to be enabled. but my form still isn't working. suggestions?

What is the error you receive? I checked your form and it does not have the PayPal Express payment field in it.

Hi there, I actually deleted the paypal express element because I was tired of it not working. I am using a work around by sending a paypal.me link when the form is submitted. of course I would like to get the express checkout working. I can try again, but be good to have some trouble shooting ideas first

It is hard for us to troubleshoot such issue without the actual field in the form.
So please either put it back to the form or Clone the form (make the new one) and set the PayPal express back so we can continue with troubleshooting.
Please let us know when you do and we'll be happy to check further. Also, please double check the PayPal Express credentials so we can rule that cause out.
