It seems you have not completed the integration process.
To complete your integration and begin taking orders using Google Checkout please complete these steps:
1.Sign in to Google Checkout. Click the Settings tab.
2. Click Integration. Uncheck in the box beside 'My company will only post digitally signed carts.'
3.Enter this address in "API callback URL" box https://www.jotform.com/ipns/gco.php
4.On the "Callback contents" section,
5.Check "Notification as HTML (name/value pairs)" option Click Save.
Also make sure your Merchant ID is correct
