Your conditions are correct indeed - The form shouldn't redirect to PayPal if the Payment Option selected by the user is either Check or Venmo. However, I noticed you have hidden your PayPal payment field.
This isn't necessary since the Condition already takes care of hiding it, not until PayPal is selected as the Payment Option. So, click CLICK HERE TO SHOW INSTEAD on your PayPal payment field then give it another try.
