When I click the "Form Designer", I dont get the options as shown in the example. I only see "palettes themes custom" tabs. No "CSS"

The new form layout does not allow for customizing CSS the way the old layout did.  To switch back to the old layout, uncheck "Enable new form layout" from the account settings page:
