I'd like to create a set of form templates that an audience could access and set their own submission email. Is this possible?
This is an academic program and our school doesn't want to hold or manage the user data, rather we want to share out the forms as templates so that interested schools can use them to quickly run their campaigns with parents and teachers, then receive the responses at their own configured email address, not ours.

You can share your form via Email. To do that, please follow this guide: https://www.jotform.com/help/303-How-to-Send-a-Form-via-Email
After that, you can add an autoresponder email to your form so the user will receive a copy of their submission. To create an autoresponder, please visit this link: https://www.jotform.com/help/26-Setting-Up-an-Autoresponder-Email
If you're referring to sharing your form in the form templates page, please check this link: https://www.jotform.com/help/157-Sharing-a-form-in-the-form-templates-gallery
