We will inform you once that option is re-enabled. In the meantime, you can try the following workaround:

Create a submission limit using JotForm with PHP and RSS Reports

I don't see how a form can be safe if a user can send limitless replies... 

You can limit form submission by one per user using Unique Submission feature.

Also, it is possible to add a captcha field to the form in order to prevent bot submissions.

Is it not working again now? I tried this feature but there can't seem to be a limit on the dates.

Apologies about that please provide us the form's url so that we can be able to investigate further what maybe causing this.
