The payment field did indeed seem to be bugged. It looks like all that needed to be done was to save the form to update it to its current state. The form should be showing correctly now.
If the total is 0, it will bypass PayPal. To test, send a submission through with a product selected. You should be redirected to PayPal if the total is not 0. You can cancel the submission before submitting payment.
