Please try the following steps to upload your Encryption key:
1. Turn off the Form Encryption and then log out from JotForm.
2. Restart your browser and then log in to your JotForm account.
3. Turn on the Form Encryption.
4. Go to the Submissions page, here's a guide: How-to-View-Form-Submissions. In the Submissions page, a pop-up will appear where you can upload the Encryption key.
