Issue with flags in the form submissions

For some of our forms, we use the flag feature within view submissions to identify jobs that still need worked. We are experiencing an issue where it is not holding the flag. You can flag the row in the view submission sections, but if you leave the screen and return, the flag is off and the item is set to unread. How can we resolve this?
