Can you access the same form over and over again without having to sign on?

I am interested in creating a progress form on jotform for counselors to access again and again- its a living document- does jotform have the capacity to do this? I don't want counselors to have to open up their own jotform account, so could you access the same form over and over again to edit it without signing in?
