Why isn't the "time" element showing up under "basic elements"?

The last Basic element I am offered is "date picker" before the "quick elements" begin.

Please note that there is no separate Time field in the new form layout. Time can be enabled form the properties of date picker field. Please check the screenshot below:

Do I have a way to include the time without the date? I need my users to submit an arrival and departure time, and do not have the need for two dates to be entered.

Unfortunately it is currently not possible to add separate time field in new form layout.

Bummer! In "bronze" mode, is a time field separate from date an option ?

Oddly enough, my wife had the separate time option in her free mode version.

You were using new form layout which does not have separate time field. It seems the latest form which you have created is with legacy layout in which you will be able to add separate time field.
