How can I connect two separate forms?

I have one form that someone submits that asks a question. The form is from someone else that answers the question.

I am not sure if I understood your question correctly. Do you want to redirect your users to the second form once they submit the first form?

You can redirect the users to the second form by adding the link of the second form as Redirect to a external link option on the settings of Thank You page.

If you want to combine submissions of two forms, you can do it with Combine Submissions app:
