You're getting 2 emails per submission because you have 2 Email Notifications in place. Just delete 1 of them and that should do it:

Thanks Jim! So is this something I need to do every time I created a new JotForm? This must be a new feature as it only started a week ago when I created this existing form? Can we turn off this feature completely so I don't have to remember to do it with each form?

Actually no, Notifications are created automatically, but only one will be created. The second one must be manually created.
So when you create a form, only one Notifier will be there.
