I noticed that your costs are a monthly cost. Just wanted to make sure we can use JotForm on a monthly basis and cancel at the end of the moth if needed.

Yes, that is correct, our plans are monthly (we have also yearly and bi-yearly plans).
I'm not sure which payment method you will use but make sure you cancel the plan before it ends so you will not be charged again.
For credit card payments you can simply downgrade on Billing page by clicking Downgrade button below the Free plan.
