how can people that complete a form lock them so we cant edit the forms at all once they have completed all areas and click submit

I'm not sure I understand.
Who do you want to lock for editing?
If you could describe a workflow a bit it would help us understand.

That client completes all sections on that form and send it back to us
When they send it back to us we DO NOT want to edit it how is this possible
as at present all jot forms once someone clicks submit we can edit what
that client has written

You as an administrator and owner of the form have the possibility of the editing, and that can not be disabled.
If you have multiple people using your account then you can use sub-user's feature and control what they can use in your account: https://www.jotform.com/help/232-How-to-Share-Forms-with-a-Sub-account-User
