PayPal: Is it possible to let users donate on the form?

    Can I set up a form whereby we collect information and allow the submitter to choose to provide a donation?  If they choose to not donate we would still receive their information.

    Yes, it's possible to have a donation form and still allow users to decide if they to donate or not. 

    You will only need to add the payment integration and set it up to collect the donation:

    You will only need to add a single choice field to your form where you will ask your user if they want to donate and conditionally show the payment field, if they select yes, then the payment field will be shown, otherwise the payment field will be hidden so there is no need to add a condition for that.

    I discovered that I can also provide donation $ amount options including an option to 'Not donate at this time' I set up a condition that disabled the PayPal field when the user chose not to donate.

    Yes, it's still possible to have fixed donation amounts using multiple options fields such as radio buttons, check boxes or drop downs. 

    I can see you have already applied such workflow to your form. I would also like to let you know that the radio button and check box fields allow you to display an other option:

    The value entered in the other field will be also reflected on the calculation:
