    When I'm editing the form, the Terms and Conditions field is on page 1 as I want. However, when the form is published that fields goes to the end of the form on page 2.

    I understand that the Terms and Conditions fields should be at the bottom of the form, but in my case it is correct and precise that it stay somewhere else.

    I have checked your form (https://www.jotform.com/build/72325930284658).  I realized that Terms and Conditions fields in the second page. You should drag and drop it to the first page. I have cloned your form and tested it and the result is:
