I have created an order form and I do not want to actually collect payment from those filling out the form. I just want it to populate back to a google doc or spreadsheet and then we will payroll deduct the amounts in our payroll department instead of utilizing Paypal etc. Can this be done? If so, please let me know how I can turn off the Paypal feature currently running on my form!

I did check your form and found that you have added PayPal payment tool. If you do not want payment to be processed, you can use "Purchase Order" tool. You need to delete the PayPal payment tool and add purchase order tool in form. You do not have to add the products again. When you add purchase order tool, it will automatically add the products you added in Paypal payment question. Please check the screenshot below:
