why are people using my form asked to sign up before allowing form to be submitted?

I have created an employment application and have had several people tell me that they can not submit the application without signing up for jotform

I checked your form bu I wasn't able to replicate this issue, the submit button is showing fine. Is your form embedded in an website by any chance?
