I cannot see how I have gone over my quota?

    Your account is in overlimit status. Your storage space is currently at 169.50MB. Under the Free plan. you can only store 100MB.

    I suggest you upgrade your account to a paid plan to increase your storage space limits. Please check the pricing page for more information.

    If you do not want to upgrade, then you can just delete the submissions with attachments to clear your storage space. Here's a guide: How-to-Delete-Form-Submission-Data.
