Can a form that is built in one account be uploaded to a different account?

Currently our company has JotForm accounts by department.  I know I can share the link to my forms for vice versa, but I am trying to figure out if I create the form for another department can I share it with them so they can upload it to their account?

If you do that, the same form will be available on that other account. But with new ID.

On the other hand, we can move the form for you, that means the form will be moved from one account to another one with its submissions. And the form will not be available on the source account anymore. Only in the target one.
