You can view the file URL in your emails and on your submission page.

Who do you want to receive the file?

If its it the user filling out your form make sure you have an email field on your form. Then setup an autoresponder that will send an email with the file back to the user.

If its another person you can setup an email notification that will send an email to the other person each time the form is submitted.
