    What do you mean by "Individual label widths are also not reflected when I preview the form"? I just cloned your form, and the edit view looks the same as the live preview.     Default form styles have higher priority, to fix this add the !important statement to your CSS:

    #label_313 {
    width : 350px !important;
    }
