I have put a limit on the number of acceptances; can I create a waiting list?

What you could do is to create a second form to use it as a waiting list, simply add the link to your form in the Warning Message option, example:

Form unavailable! Sign up for the waiting list: <a href="https://form.jotformpro.com/72465425327963" target="_blank">https://form.jotformpro.com/72465425327963</a>

Result: https://form.jotformpro.com/72398070280962
