I've gotten over 15 empty submissions tonight within seconds of each other. Why and how do I stop it. Is it something JotForm does to force people to by more allowed submossions?

It is possible that some of your users or visitors did not fill up the form and just hit the submit button. It is also possible that spam bot is automatically submitting the form.
I suggest you set some field as required. In this way, the user cannot submit the form if that specific field is blank. In the Form Builder, just right click the field and then select the "Require" option. Please check this related blog post: Should-You-Use-Required-Fields-on-Your-Form.
I also recommend you put a Captcha field in the form. This will prevent automatic submission in your form. The user needs to manually enter the correct value in order to submit the form.
