This means that your forms can be loaded 1000 times. Form view is counted each time your users load a form in their browser it can be  that they filled the form or not. They may just be viewing the form. This will be counted as a form view.

Once the form view reaches 1000 views the form will not be loaded again nor your user be able to fill the form until the form is reset. Forms are reset on the 1st day of every month.
