On a form where I have the user to enter in the date and time of the incident, the submission time is always before the incident time. It makes me wonder if the form is operating in the correct time zone.
And if it is the wrong time zone, how do I correct that with all of my forms if I have that issue?

Your account time zone is set to EST, but I would still suggest checking and selecting the correct state for your account. You can set it again in your account settings page.
Next, I would suggest checking the spreadsheet locale and make sure to also select the correct timezone.
