Is this your form? This form is not there in your account but associated with a different account. I did check this form and did not find any issue with that. This form is active and you should be able to submit is without any problem.
Do you mean to say that you are unable to access this form or clone it in your account? The form URL which you have shared is actually form edit URL and the correct URL to access form should be: https://eu.jotform.com/63352289237966
