We're a nonprofit who only utilizes JotForm during a few months out of the year for an event, so it doesn't make sense for us to pay for those months when we don't need it. If we were to cancel our subscription and then start it up again, would we lose all of our data?

No worries here. Even if you cancelled and get back to Starter/Free plan, you will not loose any data. All forms and data will still be available on your account/username.
The only thing that will change will be your account usage limits since it will now become a FREE plan (when you cancel the paid subscription plan)
You can upgrade back again to the paid plans when you need to.
