I try to create a new user.
I put in a e-mail address, select the correct form and click on "aanmaken".
Success! An invitation e-mail is now sent.
The invitation email is not received.
I did try different e-mail adresses.

Can you please try to delete the user and add it again and check if they will receive the invitation? If they already have an account in JotForm, when they log into their account they should be able to access the form that you have shared. If they do not have an account, they can register here: https://www.jotform.com/signup. Once they have successfully registered an account, they should be able to access the shared form when they logged in.
