In order to most securely accept Credit Card payments does the page that the Jotform link is embedded on need to be HTTPS or does just the jotform embed link need to have https?

You can have only the embed link SSL based and your form would be processed securely. The problem is that looking at the URL of the page or the (missing) lock icon, the user will not know that the form would be processed securely. So, they will be worried the form might not be secure, and they might decide not to complete the form.
So, if you do not have SSL on your site, you should probably just link to https://www.jotform.com.... link for the form.
