Why are my page break buttons hidden?

when i select the option to "regretfully decline" the "Next" doesn't appear

I think you're referring to the page break buttons, please  note that the buttons are currently selected on your condition, this is why you cannot see them when the selection is made and the condition is triggered. 

Please remove the page break buttons from the condition so they are always displayed on the form.
