Confused, what's my next possible upgrade?

It says My ccurrent limit is reached

I am currently under a 9.99$ monthly plan.When iI click on the upgrade link received in my email, I see the next choice is at 19.99$ but still with the same submission limit of 1000 as the one I already have now, which I wonder if it is really an "upgrade"? 

If not, does that mean I have to go to the next after that, at 39$? Which I think will really be unfair for an old customer like me, to go from 9$ to.... 39$.

Also, from my stats I am around 1000-1500 submissions monthly. 

Is there no possibility of a personalized plan/fees to my needs?

I checked your account and it is under the Premium plan. Unfortunately, it is an old plan and we do not offer it anymore. 

Your correct the Premium plan (old) is the same as the Bronze plan (new). We change our pricing plan system and the next for the Bronze plan is the Silver plan.
