I have just tested this and was able to replicate the mentioned behavior, seems like when you're editing a submission the PDF report and files are submitted again to the integrated folder in Google Drive.
I will forward this to our second level so our developers can have a look on this, we will update you as soon as possible.

Thanks for the update. Please note that even if the file were not submitted again, it's still a problem if users cannot remove a file from a submitted form. Again, that seems to be a problem only for fields where the muti option is off. Thanks.

On behalf of my colleague, Kevin, you're most welcome.
With regards to these concerns,
Please note that even if the file were not submitted again, it's still a problem if users cannot remove a file from a submitted form
To my understanding, you would like to have the uploaded files in Google Drive removed if the submission was edited/re-submitted and the files that were previously submitted were removed from the File Upload field in the form, is that correct?
I would like to apologize, however, I'm not sure that is possible. But please allow me to let our developers know regarding that also.
Again, that seems to be a problem only for fields where the muti option is off
I can replicate the original issue you mentioned in this thread even if the Multiple File option of the File Upload field is enabled/ON.

Thanks for the response. To clarify, it's not a deal-breaker if the previously uploaded files still linger in Google Drive (or whatever storage mechanism is attached). However, the UI should let the user delete the file from their submission (even if the file is not actually deleted on the server). Their form should APPEAR like the file was removed, and the corresponding spreadsheet holding their submission should blank out the reference to the file. That way, when we review submissions, we can consult the spreadsheet as the source of truth -- if that field has been blanked out, then we know that we can ignore any files that may have been uploaded previously.

Thank you for the clarification, we appreciate it.
However, I have moved your new concern to a new thread considering it is regarding another topic.
